Bailey, who chaired the committee investigation into the pubco-tenant relationship, said he would continue to push for an independent panel to review the self-regulation deal.
The BISC supported an independent adjudicator with a statutory code of practice, while Government agreed the self-regulation deal with the British Beer & Pub Association (BBPA).
Bailey said: “I am aware there is disquiet among some licensees. It underlines the importance of having an independent panel to assess if these concerns are justified.”
Last week, pro-pubs MP Greg Mulholland slammed the appointment of Vickers and quizzed former BIS minister Ed Davey during questions from the floor at the House of Commons.
The appointment has received wide-ranging criticism as Vickers is acting on behalf of Punch in two high-profile licensee disputes against Dave Mountford and George Scott.
Vickers, however, acts as a consultant and acts on behalf of both tenants and landlords in disputes.
