May: was against the Licensing Act from outset

Home Secretary Teresa May says a "complete review" of the Licensing Act is underway by the new coalition Government.

She told the Police Federation conference that a "complete review" of the Act using an "evidence-based approach" would take place.

"We are going to look at the licensing laws. I was in opposition when the new laws were introduced and I argued against them."

Questions remain over the new coalition Government's commitment to reform licensing, given the economic priorities and the difference of opinion between the two parties.

The Conservatives promised to "overhaul" alcohol licensing in their election manifesto, granting greater powers for police and councils to remove licences and introducing new late-night levies. The Liberal Democrats, however, favour only minor changes.

May said the promised "cafe culture" has failed to materialise and the new system "produced problems on the streets".

She added: "There are some other issues to look at around the binge drinking culture that has grown up — we think it is right that we do review these laws."
