Hartlepool Borough Council to consult on EMRO for pubs and clubs from 2am

Hartlepool Borough Council is to consult on the introduction of an early morning restriction order (EMRO) on pubs and bars in the town from 14 February.

The Council is proposing that the EMRO take affect from 2am and apply to the area currently covered by the Council’s Cumulative Impact Policy.

The consultation will run for a minimum of 42 days to allow for representations to be made. Where relevant representations are made, the Council must hold a public hearing to make its decision within 30 working days of the end of the consultation. The earliest likely date for the EMRO to be implemented, if introduced, is expected to be 13 August 2013.

Under the proposals, the EMRO would mean that all premises in the area licensed for the sale and supply of alcohol beyond 2am would have those hours restricted to 2am. The EMRO would not apply to other licensable activities, nor does it apply to premises licensed for late night refreshment only.

The Council is to hold a meeting on the 22 February to explain the proposals and with the consultation to run until 28 March.
