Minister Vince Cable considers "possible options" after claiming pubco-tenant deal is not "far reaching" enough

The Secretary of State for Business, Innovation and Skills Vince Cable has given the strongest indication yet that he may be considering further action over the self-regulation deal over the pubco-tenant relationship.

In a letter, seen by the Publican’s Morning Advertiser and sent to Business Innovation and Skills Committee chairman Adrian Bailey along with the 19 respondents to Cable’s call for evidence last month he admitted he is considering “the possible options that are available”.

Trade bodies met with officials at the BIS department last month to discuss the progress of the deal after Cable said the Government was not washing its hands of the self-regulation agreement.

Cable said in the letter:  “Having considered the evidence, although the industry has implemented version 5 of the Code and made other improvements, notably the setting up of PICAS, the changes are not as far-reaching as I would have liked and do not appear to have engendered the culture change that is needed.

"Many of the responses I received show clear evidence that significant numbers of individual publicans are continuing to face serious hardship and difficulties in operating in this industry.

“At present, I am considering the possible options.”

Cable said he would be writing to the committee in January highlighting how the Government plans to take this forward.

The self-regulation agreement made between the British Beer & Pub Association and the Government agreed the setting up of the Pubs Independent Conciliation and Arbitration Service, the industry framework codes to be strengthened and made legally binding and  the setting up of a Pubs Advisory Service.
