The FLVA said it has worked with the British Beer & Pub Association (BBPA) and BII in signing a revised industry draft code that has been sent to minister Ed Davey.
However, the FLVA admitted that a further substantive industry code “that time did not permit” will be worked on in the new year.
The BBPA was required to submit the Industry Framework Code (IFC) to the Department for Business, Innovation and Skills before the end of 2011.
The Government failed to implement the Business, Innovation and Skills Committee recommendation of a Statutory Code of Practice for the pub industry, instead saying the current IFC will be strengthened and made legally binding. There are also plans to introduce a Pub Independent Conciliation Advisory Service and Pubs Advisory Service.
FLVA president Nigel Williams said: “I am pleased we have started the process of developing genuine industry self governance but would caution that much work remains to be done in turning these understandings into workable self governance mechanisms.
"Uppermost in our thoughts is the need to develop a substantive industry code based upon the commitment of BBPA to develop such a code. The current code represents the beginning of a long journey towards that goal but that journey is now underway.”
