Pressure from the Morning Advertiser has helped to secure a temporary reprieve for pubs requiring an Energy Performance Certificate (EPC) by 1 October.

EPCs will be compulsory for all pubs sold or let from 1 October but the Government has responded to calls from the MA to introduce a transition period. Now any pub on the market before 1 October will have until 4 January to have its EPC in place.

There had been wide-spread fears that the severe shortage of inspectors would leave vendors liable for a fine of between £500 and £5,000 for failing to comply.

“This means that any non-domestic building on the market before 1 October and remaining on the market will need an EPC by 4 January at the latest,” said a spokesman for the Department for Communities and Local Government.

"If it is sold or rented out in the meantime, an EPC must be commissioned and then handed over as soon as is practicable."

Any delay is success however a complete reversal on the requirement would be the sensible answer, however it is New Labour that we are dealing with.

The introduction of the transition period does not solve the key problem of the lack of assessors. Government refuses to say how many assessors are availabe. I have have spoken with all the Accreditation schemes and after stripping out those assessors who can only work on government buildings we are left (last friday) with 246 to cover ALL commercial premises on the market in England and Wales. An estimated 260 are currently in training but when they will become accredited is anyones guess. I'm aware that some firms of assessors are already talking of a 6 week lead time and thats before any seller is actually obliged to have one done! It will be interesting to see what happens on January 4th.

Flashback to when special disposal of friges was ordered and unfortunately they forgot to provide the special places to which the fridges could be taken.

None of this is rocket science. What is needed is for the bulk of the money that's currently put into consultancy to be spent on making energy efficient CHANGES to buildings.

Pubs don't need Energy Performance Certificates; they just need to be more energy efficient. Changing the light bulbs in every pub in Britain to low energy would probably save the need for several more power stations to be built.
