The MP heading a new probe into recent industry promises to improve the lot of tenants is “very suspicious” of the undertakings from pubcos.
Peter Luff said pubcos are “emphatically not off the hook” after the Office of Fair Trading (OFT) declined to act on the beer tie - and stressed that the new study will be about whether pubcos can be trusted.
Luff, chairman of the Business, Innovation & Skills Committee (BISC), formerly the Business & Enterprise Committee (BEC), spoke to the Morning Advertiser as BISC announced it would question trade chiefs again during an oral session on 8 December.
The focus will be on action taken since the damning BEC report was released in the summer. In particular:
- The Royal Institution of Chartered Surveyors’ (RICS) proposed reforms to make the rent-setting process more transparent
- The British Beer and Pub Association’s (BBPA) new code on tenancies and leases, which promises a better deal for tenants from 1 January
- The BII-led, low-cost rent ar

SKY have a monopoly on live Premiership games, simple as. I'm not a big football fan - even less, a fan of SKY. Believing in their hype cost me £500-plus per month and it didn't help my business one little bit. But PRECISELY because they have the monopoly on live Premiership games I had little choice but to sign up for it. ps I don't think Liverpool are playing a Premiership game tonight. Yes Peter, and you'll notice only one of them has the exclusive UK rights. No one else can show it in the UK. The same applies to the Premiership. A whole array of broadcasters have the rights to show in their own countires. Sky has part of the exclusive deal in the UK. Indeed, back on thread; Luff accused pubcos of playing a “political game” over their reaction to the OFT report on the tie. The OFT said the tie did not cause competition concerns. However, the competition body did not examine the treatment of tenants by pubcos. “The industry thinks that in some senses it’s off the hook. They are emphatically not off the hook,” said Luff. “It will get more and more uncomfortable for them if they keep playing those games.” “[The reaction] makes me very suspicious of how much to trust the undertakings given. The pubcos are guilty of 'playing politics' in an effort to disguise their unethical ways. Their 'codes' and 'contracts' are designed specifically to help them in gaining maximum cash from their 'retail partners'. No wonder they 'welcomed' the result of the OFT report as instigated by CAMRA - it was never going to find against them because CAMRA represented the pub customer NOT the pub-co customer! Mr Luff's re-named Committee sit again on Dec 8th: The Committee would be interested to hear views on: RICS' Pub Industry Forum Report and Recommendations; BBPA's agreement with BII and FLVA to revise its Framework Code of Practice on the Granting of Tenancies and Leases; The Independent Pub Rent Review Scheme (PIRRS); and The formation of the Independent Pub Confederation. To inform the Committee and its evidence session, interested parties are invited to submit comments. But as a citizen of Europe can i not source my supplier from anywhere in the EU? Didn't want to really go off topic with sky but as it's being discussed i thought i might as well ask.
