Possibly, Forum user 3958, because, yes, your point is valid. It's not really a false situation, though, it's a re-creation of circumstances. The Trading Standards and Police operations do use genuine under-age purchasers, albeit accompanied by a Police or Trading Standards Officer. Ask yourself - should you not be asking an apparently under-age customer for ID, regardless of why they are there? Challenge 21 is a success, there is no doubt about it. Possibly one of the biggest advantages is that finally there is a recognised phrase to which retailers and licensees can draw reference. As for kids awareness? Well, show the teenager who was ever unaware it is illegal to buy alcohol under the age of 18...... We have all done it, our children will all do it, and, as ever, it continues to be an infringement that it seems will forever have no penalty - at least for the perpetrators. Don't get me wrong, I am not getting at Under-18's, it still somehow seems wrong that a licensee can be penalised when the person committing the offence seemingly has no fear of consequence. Those same people don't generally speed having passed their test, because there is a penalty system that results in loss of licence (2 strikes and you are out if within 2 years of passing test) - why not the same for alcohol purchase? It does seem endless - several years of a growing Challenge 21 awareness campaign, constant licence suspensions.... the off-trade seems to refuse to learn. Without discussing the rights and wrongs of the implications of test purchasing, it is here, and here to stay.
