Steve Baker chairman, National Pubwatch (45)

Why he is on the list:

In such times as these, when Oldham Council is threatening to impose post-office style queues and maximum two-drink purchasing, and the antics of binge-drinking youngsters commands widespread criticism of the pub industry, Pubwatch's vocal drive for responsible retailing has never been more vital.

What the past year has held:

Baker has increased his profile in the industry and lobbying power in Westminster considerably during his time at National Pubwatch.

Clearing up some of the confusion that surrounded the status of Exclusion Orders is just one of Baker's achievements this year alone (as he obtained reassurance from the Home Office that magistrates could still ban yobs from pubs), along with the launch of the Court Not Caution campaign last month (see below).

Challenges ahead:

The launch of the Court Not Caution campaign followed increasing reports that attacks on licensees and staff are going unpunished and it has already won high-profile backing, including support in Westminster.

This important campaign will make up a significant part of Baker's work next year, along with demonstrating the responsible side of the industry to local authorities, government and a media that is increasingly interested only in the rogue few.
