The BII's Neil Robertson said that the Pubs Independent Rent Review Scheme (PIRRS) is not "spectacular" but is "valuable".

He pointed out that there was evidence that the scheme was acting as a "catalyst" for people to resolve disputes before they reached the PIRRS process.

Eight PIRRS cases have been completed and another four are being processed, with two currently being determined.

He admitted that pubcos had treated the PIRRS service differently, with some pubcos claiming they did not want any cases going through the scheme.

Consultant Phil Dixon said he believed it was the "fairest system that tenants have had to have their rents settled that there's ever been".

The key features are that the scheme is transparent and there is a fixed fee.

Dixon added that Punch had not rushed back to the PIRRS scheme since it came a

"poor second".
