Government approves personal licence renewal regulations
The Government has finally approved the regulations which amend the application form for personal licence renewals.

The Licensing Act 2003 (Personal Licences) (Amendment) Regulations 2014 provide for a much simpler renewal process, whereby only the form needs to be submitted to local authorities (LAs) together with the applicant's personal licence.

In November, the Home Office published guidance on the process, confirming publicans with personal licences expiring early this year will need to complete and submit a new simplified application form to their LA.

The revised form removes any requirement to include a fee, photographs or a criminal conviction certificate. LAs will acknowledge receipt of the form via email, unless acknowledgement by post is specifically requested.

However, Jonathan Smith, partner at licensing law firm Poppleston Allen, said: "We are yet to see any guidance notes on whether both parts of a personal licence will be required with the application, and whether a copy will suffice or it will have to be the original licence."
