LACORS, the Local Authorities Coordinators of Regulatory Services has said it wants to see "significant changes" to the Licensing Act and its guidance.

A statement said: "DCMS still need to make significant changes to the guidance.

"The guidance review will not make all the necessary changes as some of these require changing legislation.

Slip Rule​"LACORS would like to see a slip rule and simpler forms. LACORS looks forward to the DCMS simplification plan in December, which will identify areas where administrative and regulatory burdens might be reduced without any loss of public protection.

"In addition, there is a need for a central licensing database which would enable effective enforcement in relation to personal licenses and TENS regimes, which is something both councils and the police want."

It also said councils will need more money to cope with the burden of the Licensing Act.

It said it had been surprised by the sheer volume of on-going work for local authorities and it was keen to see how the Independent Fees Review Panel would advise ministers on how to "address the enormous black hole that councils have had to fill"​.

Derek Allen, executive director of LACORS said: "Local councils are continuing to invest precious time and resources into the licensing regime and are continuously improving along the way.

"Despite short timescales imposed upon them by DCMS, councils pulled out all the stops to get through the transition. The licensed trade and local communities are now seeing the benefits from all this hard work.

"Feedback from local authorities and particularly the scrutiny councils has resulted in changes being made to the guidance, which we hope will address some of the on-going concerns."
