The European Union is looking to ban smokers from huddling in pub doorways, according to reports.

Reports in the Observer say the EU is looking into the possibility of 'smoking exclusion zones' outside public buildings, offices and in some outdoor public spaces like bus shelters and stadiums.

Markos Kyprianou, the EU's health commissioner, and the governments of its 27 member states are examining the EC proposal which reads: 'Restrictions could also be extended to outdoor areas around entrances to buildings and possibly to other outdoor public places where people sit or stand in immediate proximity to each other, such as open air stadiums and entertainment venues, bus shelters, train platforms etc.'

The EU has reportedly been studying the Canadian province of Quebec, where smoking is banned within nine metres of any door leading into a health or social services facility or place where activities for young people are provided.

Mark Hastings of the British Beer and Pub Association said: "Bans on smoking indoors are one thing. But most rational people believe bans on smoking in the open air would be a step way too far."

Even campaigners Action on Smoking and Health (ASH) said the move was unnecessary.

"The EU's intention, to avoid people being exposed to smoke, is fine.

"But while it may be unpleasant to walk past a group of smokers, it's unlikely to do you any harm", the group's Amanda Sandford told the paper.
