Pubs Advisory Service & FLVA kick off MRO events

This week saw the first MRO roadshow run by the Pubs Advisory Service, with further activity planned next week in York, Liverpool and Exeter. Speaking at the event, solicitor Tom Birtwhistle, who specialises in landlord and tenant law, stressed that although getting the MRO legislation through parliament was a ‘huge achievement’, the devil would be in the detail.

“There is danger in assuming the war is already won-the battle is going well but there is lots of fighting to be done. For example, the legislation says that MRO will come in gradually, at rent reviews or trigger events that could not have been predicted and are outside of the licensees control.

“What these trigger events could be are very much up for debate-landlords and tenants could have very different ideas of what the legislation means.”

The Federation of Licenced Victuallers Association will also be holding briefings for its members to outline the changes brought about by the Small Business and Enterprise bill.

FLVA operations director Martin Caffrey will make a presentation at the briefings, which will take place at the end of June.

He said: “Although there is still considerable detail to emerge from secondary legislation we feel it is important to give members an overview of facts as they are known at this point. The FLVA continue to be involved with government ministers and officials by lobbying on behalf of the individual tied licensee and providing requested input to this all important secondary legislation.”
