EMRO and LNL: Map of latest council consultations
Despite a recent survey suggesting more than three quarters of local authorities have ruled out introducing either an EMRO or LNL in the near future, an increasing number of councils are examining the powers.
- EMROs restrict the time after which alcohol may be sold or supplied, set by the licensing authority between midnight and 6.00am (orange pins).
- Late-night levy is a tax on late-night operators in relation to the cost of policing between midnight and 6.00am (yellow pins).
The two controversial measures, introduced as part of the Police Reform and Social Responsibility Act in October 2012, will affect licensed premises which are authorised to sell alcohol between the hours of midnight and 6am. It will be at local councils’ discretion as to whether or not to implement the measures, and licensed premises will be able to make objections to their implementation as part of a consultation process.
The Association of Licensed Multiple Retailers (ALMR) has vowed to cover the cost of legal challenges to the introduction of a late-night levy or early morning restriction order by local councils.
