London & Edinburgh Swallow Group boss Alan Bowes has slated Scotland's approach to smoking shelters.

He said: "Now the legislation has been brought out in joined-up writing, smoking shelters are only allowed to have two sides - which makes it hard if you want to build a lean-to."

Bowes said local authorities were not making it easy to get planning permission: "Lots of premises - mine included - are just using portable heaters and umbrellas. I think this is the best way to deal with the situation."

Bowes, who fears England may follow Scotland's example, said: "The whole thing has been a shambles.

"There hasn't been enough time to prepare. I hope England gets the rules and regulations out a lot faster."

He believes the ban will hit wet-led pubs hardest.

Bowes said: "In Ireland 12% of pubs shut following the ban and I cannot see we'll be that different. We are having to push our food promotions."

Your CommentsRobert Feal-Martinez​ via email 19/05/2006Words, words, words, he sounds like Tony Blair, my local Swallow Hotel, cannot even provide someone behind the bar to greet guests. They spend lots of money with expensive suppliers and then blame outlets for not achieveing targets.

Local GM's can only spend £50 without refering it up the line. He is apprently visiting Swindon next week. Bet he doesn't talk to customers.
